1.缴纳费用高 目前,大多数城市的学校收费仍然对农民工子女实行“双轨制”的歧视性政 策。此外,除了教育部门规定的课本费及杂费外,公办学校的隐性费用高。因此, 农民工子女往往被高费用的“门槛”挡在了校门外。 2.入学条件高 农民工子女入学还存在非经济因素* 农民工子女入学公办学校要办理繁 琐手续,这需要花费很大的精力和财力,而且未必能够顺利办成。 如果没有这些手 续,当地公办学校则以此为由拒绝接受农民工子女入学。

女单独编班,人为地将农民工子女和城市学生加以区别对待。这种基于家庭背景 对学生群体进行强制性分类,实行“同城隔离”的分校教育或“同校隔离”的分 班教育,使得农民工子女在受教育过程中难以与城市学生*等地共享教育资源。 2.教学和评价的不*等 有幸插班到混*嗟呐┟窆ぷ优,和城市学生在同一时空下学*,面对同一 教师,理应享受*等的教育。但在教育、教学过程中农民工子女不同程度地受到 不*等待遇。 并且,在评奖评优、参加竞赛和课外活动中也受到限制,无法和城市 学生享受*等的机会。 (三)取得学业成功的机会不*等 进入公办学校的绝大多数农民工子女,由于学*基础差,加上教学环境改变, 教材进度和难度的差异,教学方法的不同,影响其学*效果。与城市学生相比,农 民工子女学业成绩普遍偏低。并且,由于我国现行的是“户籍管学籍”的升学制 度,农民工子女还面临着升学问题。 受到非户籍身份的限制,农民工子女初中毕业 后,往往不得不回到原籍所在地继续升学。

二、城市公办学校农民工子女教育不*等问题的原因分析
(一)现行户籍制度和教育制度改革滞后于经济体制变迁 1.长期实行城乡二元的户籍制度 美国社会学家帕金(Frank Parkin)认为,任何社会都会建立一套程序或规范 体系,使得资源和机会为社会上某些人享有而排斥其他人。排斥方式有两种:“集 体排他”和“个体排他”。[2]我国的户籍制度实质上是一种典型的“集体排他” 性的屏蔽制度,阻止农村人口总体与城市人口总体分享某些机会和资源。天然的 制度身份差异导致城市人口和农村人口在经济、 政治、 文化、 教育等方面享受 “城 乡分治,一国两策”的不同国民待遇。在“户籍管学籍”的属地管理体制下,农民 工子女教育不*等问题与长期实行的城乡二元的户籍制度密切相关,户口成为他 们在城市中*等接受教育的“瓶颈”。 2.地方负责的义务教育财政管理制度

社会转型以来,农村剩余劳动力可以向非农产业转移,劳动力能够在全国范 围内流动。但是,义务教育体制的调整滞后于人口流动带来的经济结构变化。目 前,我国的义务教育实行 “国务院领导下的地方负责,分级管理,以县为主”体制。 义务教育经费主要依赖于地方财政收入,地方政府是实施义务教育的主体。城市 普及义务教育的经费主要由市、区教育财政负担,教育经费按户籍学生数下拨。 因此,一些学校和地方政府为了维护城市利益集团的既得利益,对于接受农民工 子女入学仍持排斥态度。可见,农民工子女义务教育“财”的问题实质上是“政” 的问题,是中央与地方,城市与乡村以及不同地区之间、 不同地方政府利益矛盾的 表现。 (二)农民工子女教育政策存在一定程度的欠缺 党和政府高度重视进城务工就业农民子女义务教育工作,并陆续出台了一系 列的相关政策。但是,政策的出台并不等于问题的解决。从政策执行角度解读现 行农民工子女教育政策,发现它还存在一些欠缺之处。 第一,合法性不高。 教育政策只有被利益相关人所接受、认可,才具有了合法 性,并能够有效地执行。 解决农民工子女教育问题,流入地政府需要对当地的教育 资源和利益重新做出调整和分配,这必然将打破原有利益分配格局的*衡而引起 利益冲突。同时,有些流入地政府担心会产生“盆地效应”,难以接受、认可农民 工子女就学政策,其自身利益需求和行为倾向影响着教育政策的有效执行。 第二, 政策资源的不充足性。任何政策的执行,都需要投入一定的人力、物力和财力, 这是政策执行的物质基础。农民工子女教育政策没有新资源支援,面临经费、教 育资源不足等问题,流入地政府执行政策的积极性不高。第三,欠缺必要的明确 性。 政策的具体明确性是政策执行有效的关键所在,是政策执行者的依据[3]。但 是,农民工子女教育政策缺乏明确性。地方政府在政策执行中有了较大的自由裁 量空间,出现政策失真问题也就不可避免。
